BikeKC
BikeKC was passed in August 2002. It is Kansas City's first every bicycle transportation plan. Thanks to the tireless work of city staff, bicycle advocates, area bicycle clubs and shops, and many, many individual bicylists, BikeKC was passed by the Kansas City council by a vote of 11 to 1.

The site has a very interesting article on "Road Diets"--a simple an inexpensive idea that can change many roads into places that are friendlier for cyclists, pedestrians, and automobile drivers.
